Well time to explore a little more.  Take off the fascia board by removing the bungs to access the screws.

 Notice the water leak above the window frame.  I paid a yard to do some serious exploratory dollars on the outside of that window and thought we had it fixed.  What a big mistake.  Never trust that a yard knows more than you do because they don't.  You have to really take your time and think how the wood and fiberglass are flowing.
